VITO and Enabel sign cooperation agreement on circular and low-carbon construction materials in Ukraine
On July 9th, 2025, VITO and Enabel signed a Memorandum of Understanding (MoU) to strengthen their collaboration on circular and low-carbon construction materials in Ukraine. The official signing took place in Rome on the eve of the Ukraine Recovery Conference 2025 (URC2025), a two-day international conference focused on the recovery and reconstruction of Ukraine following the Russian invasion.

One of the main objectives of the conference is to encourage partnerships between governments and businesses in the context of Ukraine’s rebuilding efforts. It is within this framework that VITO signed the MoU with Enabel Ukraine. Enabel is the Belgian development agency fully committed to sustainable development.
“The large-scale invasion of Ukraine by Russia has resulted in enormous quantities of war debris,” says Mieke Quaghebeur, who signed the MoU on behalf of VITO. “This debris urgently needs to be managed and valorised. Our aim is to transform these materials into low-carbon construction products. VITO has extensive expertise in this field, and in doing so, we hope to literally and figuratively help rebuild Ukraine.”
“Starting from war debris, construction and demolition waste, and other secondary raw materials, we will develop and optimise circular construction materials. We will also explore low-carbon material solutions such as innovative binders and cement substitutes, and work to map and validate those solutions. This MoU runs until the end of 2028 and aligns perfectly with VITO’s vision and mission to combine sustainability with resilience.”
